Lockdowned passwords with alert when opened

We would like a feature that would allow storing passwords that need a confirmation to be opened. And when it's opened by someone, it should trigger an alert (email + log event).
The use case is being able to store generic passwords, that should only be accessed in case of an emergency (for instance, users always use their own account, but if the Active Directory is down, we have local accounts for recovery)
These kind of passwords should not be shown or automatically filled-in without a confirmation from the user that an alarm will be triggered (maybe not show this kind of passwords in the browser plugin).

I would suggest an additional lockdown mode "just alert" that gives the opening user no hint, just alerts the admin that the password was opened. This may be useful for scenarios where you find a suspicious situation and want to monitor it unseen.

like breaking the glas - very good suggestion - we also would really really appreciate to have this kind of thing - eventually also passwords that need a second account to confirm its access (out of a defined group for availability reasons)
most probably an additional feature request i guess ;)
